t was just after sunrise when a Santa Rosa County Animal Services assistant shelter supervisor arrived at work and noticed something unusual near the parking lot.
Tied to a stop sign at the edge of the property was a large, black dog with perky ears. The quiet morning was broken only by the sound of her paws pacing in circles as she stretched her tether as far as it would go.
A Confusing and Heartbreaking Discovery
At first, the shelter worker could hardly believe what she was seeing. The dog looked healthy, friendly, and alert — yet she was completely alone.
“She was puzzled,” Santa Rosa County Chief of Animal Services Randy Lambert told The Dodo.
For a moment, the woman tried to understand how such a sweet pup could have ended up tied to a pole in the early morning hours. With no one around and no note left behind, the situation raised many questions.

From the Street to Safety
Not wanting to leave the frightened dog alone, the supervisor gently led her inside the shelter. She set her up in a warm kennel with food and fresh water and spent time comforting her as she adjusted to her new surroundings.
Despite the unsettling situation, the dog showed nothing but affection toward her rescuers. Staff described her as “extremely sweet.”
Choosing Compassion Over Assumptions
While it would have been easy to jump to conclusions, shelter workers chose to withhold judgment.
“While abandonment is a possibility, it’s also possible someone was trying to ensure she was found and safe during a difficult moment,” the shelter wrote on Facebook. “What matters most is that she is now safe, warm and receiving care.”
The team focused on what they could control: giving the dog love, comfort, and stability.
Searching for Her Family
Animal Services staff quickly posted her photo on social media, hoping someone would recognize her. They waited through the mandatory three-day stray hold, but sadly, no one came forward to claim her.
With no owner located, the shelter made the next decision — to help her start a new life.
They named her Cleopatra.
A Fresh Start for Cleopatra
Now officially in the care of Santa Rosa County Animal Services, Cleopatra is ready for her next chapter. The team has begun searching for a loving forever home where she can feel safe and cherished.
Lambert hopes Cleopatra’s story serves as a reminder to pet owners everywhere.
“I want people to know there are options,” he said, encouraging owners to microchip their pets and reach out to shelters if they need help rehoming an animal.

Cleopatra’s story began in confusion and loneliness, but it didn’t end there. Thanks to a caring community and dedicated shelter staff, this sweet dog now has a chance at the life she deserves.
